MONKTON — On Jan. 30 at approximately 12:37 p.m., troopers responded to a report of home improvement fraud at a residence on Stone Hill Lane.
The investigation revealed that Isaac Fleming, 44, of Charlotte, entered into an agreement with homeowner Leonore Tjia, 35, of Monkton, for home improvement services exceeding $1,000.
Authorities said Fleming failed to complete the agreed-upon work or refund the payment.
On Feb. 13, Fleming was located and issued a citation to appear in Addison County Superior Court, Criminal Division, at a later date.
