Stamford man charged with harming minors, sending inappropriate messages

NORWALK — A 64-year-old Stamford man was arrested on charges related to endangering the welfare of children and sending harmful communications to minors, authorities said Thursday.

The Norwalk Police Department announced the arrest of Richard Lovallo on Jan. 24, following an investigation that started last year when they received a complaint about a substitute teacher transmitting inappropriate messages to middle school students.

Detective Kougioumtzidis of the Special Victims Unit spearheaded the investigation, which began on Sept. 16, after the police received the complaint.

The extensive inquiry involved numerous interviews, digital forensic examinations, and the execution of search warrants which all pointed to Lovallo as the suspect.

The efforts of Detective Kougioumtzidis culminated in the issuance of an arrest warrant by the Stamford Superior Court.

Lovallo was apprehended at his residence at 80 Maple Tree Avenue, Unit 13, Stamford, with the cooperation of the Stamford Police Department.

Lovallo faces two counts of Risk of Injury/Impairing Morals of a Minor and two counts of Harmful Communication with a Minor.

His bond was set at $150,000.

He is scheduled to appear in court on Feb. 7.
