Portsmouth police arrest two for alleged bribery at transfer station

PORTSMOUTH — Two contract workers employed at the Portsmouth Transfer Station were arrested Jan. 18 on charges of soliciting and accepting a bribe, according to the local police department.

Paul Lapierre, 46, and Ricardo Torres Alcantar, 45, both of Providence, were apprehended after an investigation initiated by the Portsmouth Police Detective Division earlier this month.

The inquiry began when a non-resident was spotted entering the transfer station without the necessary permit.

Lapierre allegedly interacted with the individual and agreed to allow them to dispose of their waste for a $50 cash payment.

After assisting with the disposal, Lapierre is said to have shared half of the bribe with Alcantar.

Following their arrests, both men were arraigned by a Justice of the Peace and subsequently released on $2,000 personal recognizance bonds.

They have been charged with solicitation/acceptance of a bribe by an agent, employee, or public official and conspiracy.

Moreover, they have been issued No Trespass Orders, prohibiting them from entering the Portsmouth Transfer Station.
