RUTLAND — Vermont State Police have charged David Orvis, 28, of Rutland with neglect of duty by a public officer following an investigation into alleged contraband smuggling at Marble Valley Correctional Facility.

The investigation began on Feb. 2, when Assistant Superintendent Michael Dounetos reported that Orvis had been relieved of duty.

Authorities discovered Orvis had coordinated with at least two incarcerated individuals to transport tobacco into the facility in exchange for electronic payments.

Orvis resigned from his position during the investigation.

On May 10, he was processed at the Rutland barracks and issued a citation to appear in Rutland District Court – Criminal Division on June 17 at 8:30 a.m.
