Vermont State Police troopers from the Rutland Barracks initiated the stop at approximately 5:55 p.m. and identified the driver as 24-year-old Nicholas Bourn.

During the stop, it was determined that Bourn was operating the vehicle without a valid license.

When ordered to step out of the vehicle, Bourn actively resisted arrest.

He was ultimately subdued and taken into custody by the troopers.

Following the incident, Bourn was transported to the Rutland Barracks for processing.
