WINOOSKI — A 52-year-old woman from Colchester was cited following an incident in Winooski yesterday.

Police say they were conducting a high-visibility traffic safety detail on I-89 south at around 1:00 p.m.

While on the detail, police initiated a traffic stop on I-89 south.

The driver was identified as Kellie Spence.

Police say Spence’s license in the state of Vermont was criminally suspended for prior DUI convictions.

It was also revealed that Spence was required to have an ignition interlock device installed in any vehicle she operates which was not present at the time of the stop.

She was issued a citation to appear in court on December 12 for the offenses of criminal DLS, and ignition interlock device restriction.
