Man arrested on DWI charge in Harpersfield

HARPERSFIELD, NY — A Jefferson man was arrested on driving while intoxicated charges following a one-car crash Friday.

Sheriff’s deputies responded to a motor vehicle accident with injuries on Moxham Road near the intersection of Middlebrook Hill Road.

Upon arrival, deputies observed that the vehicle had left the lane of travel, crossed through the intersection and struck a utility pole.

Deputies made contact with the driver, who was identified as Richard Coogan, 67, of Jefferson.

Coogan was arrested and charged with aggravated unlicensed operator in the first degree, a felony, and driving while intoxicated, a misdemeanor.

He was also charged with unlicensed operator, moved from lane unsafely, failure to keep right, failure to notify DMV of address change and obstructed license plate, all violations.

Coogan was transported to the Delaware County Correctional Facility to await centralized arraignment court.
