MOREAU, NY — A Brooklyn man was arrested Monday on a warrant charging him with criminal possession of a forged instrument in the second degree, a class C felony.

Isaiah T. Francis, 25, of Brooklyn, is accused of possessing counterfeit U.S. currency at the Speedway in Moreau on Feb. 4, 2026.

He allegedly used nine counterfeit $20 bills to load funds onto a prepaid debit card.

Francis was arraigned before the Honorable Jeffrey B. McCabe in Moreau Town Court and released on his own recognizance pending further proceedings.

The charge is not considered a qualifying offense for the purpose of setting bail under New York state law that went into effect in January 2020.

Francis was turned over to the Highland Falls Police Department on their warrant upon his release.
