Dog rescued from frozen river in Manorville

MANORVILLE, PA — Manor Township police rescued a dog from the frozen Allegheny River on Feb. 8, 2026.

Officers received a complaint at 4:09 p.m. of a dog on the frozen river, visible from Water Street in Manorville Borough.

Officers successfully coaxed the dog off the ice and located the owners.

Manor Township Police are reminding residents of Pennsylvania’s Libre’s Law and its requirements for tethering and outdoor care of dogs.

Under Libre’s Law, it is illegal to leave a dog tethered outdoors for more than 30 minutes when temperatures are below 32 degrees or above 90 degrees.

Tethered dogs may not be left outside for more than nine hours within a 24-hour period, regardless of temperature.

Dogs kept outdoors must have access to dry, insulated and elevated shelter with solid walls and a roof that protects them from wind, rain, snow and extreme temperatures.

Dogs must also have continuous access to clean, potable water, which must remain unfrozen in cold weather.

Violations of Libre’s Law may result in fines, criminal charges and imprisonment, with increased penalties if neglect causes serious injury or death.
