Man arrested on assault charge in Owego

OWEGO, NY — Owego police made seven arrests during the week of Jan. 26 through Feb. 1.

David M. Parmelee, 39, of Owego, was arrested for assault in the second degree, a felony, following investigation of an assault on Main Street.

Parmelee was turned over to Tioga County Sheriff’s custody for arraignment at Tioga County Centralized Arraignment Court and released on his own recognizance pending further court proceedings.

Scott T. Winston, 33, of Owego, was arrested for criminal mischief in the second degree, a felony, and harassment in the second degree, a violation, following a domestic violence incident on Woodlawn Avenue.

Winston was turned over to Tioga County Sheriff’s custody for arraignment at Tioga County Centralized Arraignment Court and released on his own recognizance pending further court proceedings.

Andrew B. Carter, 24, of Binghamton, was arrested on a bench warrant issued by Owego Police Department for failure to appear in court for petit larceny, a misdemeanor.

Carter was also arrested for bail jumping in the third degree, a misdemeanor, and turned over to Tioga County Sheriff’s custody for arraignment at Tioga County Centralized Arraignment Court and released on his own recognizance pending further court proceedings.

Jordan J. Brown, 24, of Binghamton, was arrested on an arrest warrant issued by Binghamton Police Department.

Brown was turned over to Binghamton Police custody for arraignment at Broome County Centralized Arraignment Court.

Two juveniles, ages 14 and 13, both of Owego, were arrested for petit larceny, a misdemeanor, following investigation of a theft on Temple Street.

Both juveniles were issued appearance tickets returnable to Tioga County Probation.

A 38-year-old Owego man was taken into custody for a mental health hold after a report of the man being a danger to himself and others.

He was transported to a hospital for medical treatment.
