Man charged after pursuit, crash in Gouverneur

GOUVERNEUR, NY — New York State Police charged a 45-year-old man with multiple offenses following a vehicle pursuit that ended in a crash on Jan. 31, 2026.

Jason A. Guinup, of Gouverneur, was charged with Criminal Possession of a Controlled Substance in the 7th degree and Unlawful Fleeing a Police Officer in a Motor Vehicle in the 3rd degree.

Troopers observed a blue 2008 Chevrolet traveling on Factory Street in the Village of Gouverneur commit a vehicle and traffic law violation at approximately 9:36 p.m.

Troopers attempted to initiate a traffic stop, but the operator failed to comply.

During the pursuit, the operator lost control of the vehicle due to unsafe speed and exited the roadway off the north shoulder, striking a mailbox, barbed wire and a tree.

The operator then fled the vehicle on foot, resulting in a brief foot pursuit.

Troopers made contact with the operator and took him into custody.

Gouverneur Rescue responded to the scene and transported Guinup to Gouverneur Hospital for medical evaluation.

Guinup was treated and released and later transported to SP Gouverneur for processing.

Police also issued Guinup multiple vehicle and traffic violations.

Further investigation determined that Guinup had an active bench warrant.

He was arraigned in the Town of Gouverneur Court for the pursuit incident and subsequently arraigned in the Town of Fowler Court for the active bench warrant.

Guinup was released on his own recognizance from both courts.
