ULSTER, NY — A 36-year-old man was arrested after police say he exposed himself in a parking lot near a business designated for children.
Ulster Police responded to a suspicious activity complaint on Jan. 30, 2026.
Officers learned that a male was standing in the parking lot while exposing and manipulating his genitals, according to police.
When confronted by a concerned patron, the male fled the area in a vehicle at a high rate of speed, police said.
Members of the Ulster Patrol and Detective Units began an investigation and located the suspect.
Garrett J. Heinitz, 36, of Catskill, was charged with public lewdness, a Class B misdemeanor.
Police said Heinitz has been previously charged and convicted of public lewdness.
He was processed and released on an appearance ticket.
Other charges are pending at this time.
