Drug, weapon charges filed after traffic stop in Stockholm

STOCKHOLM, NY — New York State Police charged Thomas J. Clapper, 25, of Bombay, with criminal possession of a controlled substance in the seventh degree and criminal possession of a weapon in the fourth degree following a traffic incident on January 29.

At approximately 12:54 p.m., troopers responded to U.S. Highway 11 in the town of Stockholm for a reported property damage collision.

An investigation determined that a 2016 Toyota operated by Clapper was traveling westbound on U.S. Highway 11 when he swerved to avoid an uninvolved vehicle that was attempting a left-hand turn.

Clapper avoided the vehicle, but his car exited the roadway and came to rest on the northern shoulder.

Clapper was not injured.

During the investigation, troopers determined Clapper did not possess a valid New York State driver’s license.

Clapper was detained, and a safety search was conducted.

Troopers found Clapper in possession of narcotics, and a subsequent search of the vehicle revealed a firearm.

Clapper was arrested and transported to SP Massena for processing.

He was released on an appearance ticket, returnable to the Town of Stockholm Court on a date in March.
