Multiple arrests reported in Highland

HIGHLAND, NY — Town of Lloyd Police reported multiple arrests between Jan. 20 and Jan. 25.

Phillip M. Couch, 23, of West Park, was arrested Jan. 25 and charged with reckless endangerment in the second degree and reckless driving.

He is accused of intentionally ramming another motor vehicle off the road on Route 9W in Highland.

Couch was released on an appearance ticket and is due in Town of Lloyd Court on Feb. 5, 2026.

Jesse J. Kitzweger, 43, who is homeless, was arrested Jan. 20 and charged with grand larceny in the fourth degree and aggravated unlicensed operation in the second degree.

Kitzweger, who has 12 prior arrests, is accused of stealing a motor vehicle that was parked at the Grand Street Mobile Station in Highland.

He was released on an appearance ticket and is due in Town of Lloyd Court on Feb. 3, 2026.

Tiffanie M. Hoffman, 38, who is homeless, was arrested Jan. 20 on a bench warrant for criminal possession of a controlled substance in the seventh degree, resisting arrest and obstructing governmental administration in the second degree from the Ulster County Sheriff’s Department.

Hoffman, who has had 19 previous arrests, was turned over to the Ulster County Sheriff’s Department on the warrant.

Ranyi R. Mirabel De La Cruz, 34, of the Bronx, was arrested Jan. 20 on an arrest warrant for criminal impersonation in the second degree.

He was arraigned in Town of Lloyd Court by Judge Rizzo and released.

Mirabel De La Cruz is due back in Town of Lloyd Court on March 3, 2026.

Cody J. Davis, 21, of Highland, was arrested Jan. 25 on an arrest warrant for petit larceny from the Town of Newburgh Police.

Davis was turned over to the Town of Newburgh Police on the warrant.

Jake Vickery, 30, of Saugerties, was arrested Jan. 25 and charged with driving while intoxicated after the vehicle he was operating was stopped for traffic violations on Route 9W in Highland.

Vickery was released on an appearance ticket and is due in Town of Lloyd Court Feb. 12, 2026.

Trevohn Lewis, 27, of Newburgh, was arrested Jan. 24 and charged with driving while intoxicated after the vehicle he was operating was stopped for a traffic violation on Route 9W in Highland.

Lewis was released on an appearance ticket and is due in Town of Lloyd Court on Feb. 12, 2026.

Adam J. Diaz, 46, of Highland, was arrested Jan. 24 and charged with petit larceny.

He is accused of stealing personal property from another person at a motel in Highland.

Diaz was released on an appearance ticket and is due in Town of Lloyd Court on Feb. 10, 2026.

Erika S. Morton, 24, of Highland, was arrested Jan. 24 on an arrest warrant for petit larceny.

She is accused of stealing approximately $61 worth of merchandise from the Hannaford Store in Highland.

Morton was arraigned in Ulster County Centralized Parts Court and released.

She is due back in Town of Lloyd Court on Jan. 29, 2026.

George D. Cruz, 55, of Highland, was arrested Jan. 20 and charged with petit larceny.

He is accused of stealing approximately $195 worth of merchandise from the Hannaford Store in Highland.

Cruz was released on an appearance ticket and is due in Town of Lloyd Court on Feb. 5, 2026.

Kyle M. Burge, 29, of Avilla, Indiana, was arrested Jan. 25 and charged with driving while intoxicated after police responded to a welfare check of a person in a motor vehicle in the parking lot of the Grand Street Mobile Station after the business was closed.

He was released on an appearance ticket and is due in Town of Lloyd Court on Feb. 19, 2026.
