BRUNSWICK, NY — State Police have arrested a Troy man in connection with a fatal crash that occurred in August.
Waylon A. Phillips, 32, of Troy, was arrested Jan. 21 on charges of criminally negligent homicide and vehicle and traffic law violations.
The investigation determined that Phillips was operating his vehicle westbound on Tamarac Road at nearly twice the posted speed limit of 45 mph when he crossed into the opposing lane, striking another vehicle traveling eastbound.
Richard F. Turner, 66, of Troy, was pronounced dead at the scene of the Aug. 23 crash.
Another individual was transported to Albany Medical Center with serious injuries and remained in stable condition.
The crash occurred at about 11:37 a.m. on Tamarac Road.
Tamarac Road was closed in both directions between John Snyder Road and Old Siek Road for approximately seven hours for reconstruction and investigation.
Phillips surrendered himself to State Police Brunswick, where he was arrested and processed.
He was arraigned at Brunswick Town Court and released under the supervision of the Rensselaer County Probation Department.
