ALBANY, NY — New York State Police arrested four men on Jan. 15, 2026, following a six-month investigation into illegal firearms possession and sales in the Capital Region.
The New York State Police Special Investigations Unit, with assistance from State Police Troop G, the Albany Police Department, and the Troy Police Department, executed multiple search warrants throughout the region.
Investigators recovered 15 illegal handguns, four assault-style rifles, one automatic firearm conversion device, numerous high-capacity magazines and feeding devices, approximately 25 pounds of marijuana, and U.S. currency.
Isaiah Foy, 21, of Albany, was charged with criminal sale of a firearm in the first degree, three counts of criminal possession of a weapon in the second degree, two counts of criminal possession of a weapon in the third degree, eight counts of criminal sale of a firearm in the third degree, and criminal possession of a firearm in the third degree.
Bazeil Phoenix, 31, of Cohoes, was charged with criminal sale of a firearm in the second degree, criminal possession of marijuana in the first degree, three counts of criminal possession of a weapon in the third degree, two counts of criminal possession of a firearm, and criminal possession of a controlled substance in the seventh degree.
Marcos Delgado, 22, of Troy, was charged with three counts of criminal possession of a weapon in the third degree, criminal sale of a firearm in the third degree, and criminal possession of a firearm.
Harrie Shelbyshorter, 22, of Troy, was charged with two counts of criminal possession of a firearm in the third degree.
All four men were arraigned and remanded to the Albany County Jail or Rensselaer County Jail.
