WATERBURY, CT — Ten people were arrested on drug-related charges after a multi-agency raid at a Chapman Avenue residence on Jan. 14, 2026.
Members of the Waterbury Police Department’s Gang Task Force, Vice and Intelligence Unit, and Auto Theft Task Force, along with members of the State Police Violent Crimes Task Force, executed a search and seizure warrant at 76 Chapman Avenue for Eugene Foote, 46.
Foote was apprehended on scene along with nine other individuals who were inside the residence.
All individuals were determined to be actively involved in criminal activity, according to police.
The Waterbury Fire Marshal and Health Department responded and subsequently condemned the residence due to conditions found inside the property.
During the investigation, police seized fentanyl pills, crack cocaine and 30 bags of heroin/fentanyl.
Foote, of Waterbury, was charged with two counts of possession of narcotics, possession of a controlled substance with intent to sell, interfering with an officer, tampering with evidence and possession of drug paraphernalia.
Glenda Mendez, 44, of Waterbury, was charged with possession of drug paraphernalia.
Anthony Williams, 47, of Waterbury, was arrested on an active arrest warrant from State Police.
Ernest Pritchett, 54, of Waterbury, was charged with possession of narcotics with intent to sell, illegal operation of a drug factory and possession of drug paraphernalia.
Latisha Anderson, 44, of Waterbury, was charged with possession of narcotics with intent to sell, illegal operation of a drug factory and possession of drug paraphernalia.
Melissa Parkhurst, 46, of Waterbury, was charged with two counts of possession of narcotics, possession of drug paraphernalia and arrested on two active arrest warrants.
Victor Torres, 41, of Waterbury, was charged with two counts of possession of narcotics and possession of drug paraphernalia.
Aida Oquendo, 44, of Waterbury, was arrested on two active arrest warrants.
Rosemary Winters, 60, of Waterbury, was charged with misrepresentation of a substance as a controlled substance.
Wesley Watson, 53, of Waterbury, was charged with possession of a hallucinogenic substance with intent to sell.
