Police increase patrols in Elmira

ELMIRA, NY — The Elmira Police Department has assigned an officer to the Downtown Business District during the 3 p.m. to 11 p.m. shift since late July 2025, according to a statement released by the department.

The assignment came in response to complaints from area businesses and safety concerns following several incidents in the downtown area.

Police have focused enforcement efforts on vagrancy in Winser Park, loitering in the Center Town parking garage, vehicle larcenies in the parking garage, erratic operation of e-bikes, bicycles being operated on sidewalks and parking violations.

The department said it has received positive feedback from businesses in the area.

Police acknowledged that officers cannot be present everywhere at all times and that crime still occurs despite enforcement efforts.

The department noted it indicates in press releases about serious crimes whether incidents appear to be random or targeted acts.

The downtown patrol assignment will continue during the 3 p.m. to 11 p.m. shift.

The department said a goal for 2026 is to provide additional targeted patrols of the downtown area during other shifts, depending on staffing levels and patrol needs throughout the city.

The statement followed a shooting that occurred on January 11, 2026, in the Center Town parking garage.
