Woman charged with misuse of 9-1-1 in Franklin Borough

FRANKLIN BOROUGH, NJ — A woman was charged with misusing the 9-1-1 emergency system after calling twice despite being in contact with police officers.

Jessica A. Keough, 30, of Toms River, was charged on Dec. 16 by Franklin Borough Patrol Officers Alex Lospinuso and Jonathan Sienkiewicz following an investigation.

Keough had initially been stopped in her motor vehicle for unrelated traffic offenses by Patrol Officer Jake Rotunda.

During the motor vehicle stop, Keough placed a call to 9-1-1 via her cellular phone despite being in the presence of patrol officers who were actively investigating her driving behavior.

Keough was advised of the consequences of misusing the 9-1-1 system, and the initial contact was concluded.

Officers Lospinuso and Sienkiewicz were required to respond back to Keough’s location after she placed an additional call to 9-1-1 despite the absence of an emergency.

Keough was still seated in her vehicle at the time of the subsequent response.

Keough was charged with misuse of 9-1-1, a third-degree crime.

She was issued a complaint summons and released pending her appearance in Sussex County Superior Court in accordance with the New Jersey Bail Reform Act.
