ST. ALBANS, VT — Vermont State Police and St. Albans Town Fire Department responded to a two-vehicle crash on Interstate 89 southbound just south of the Exit 19 on ramp at approximately 6:16 a.m. Tuesday.

Cecilia Ladd, 22, of St. Albans, had entered the interstate at Exit 19 in the southbound direction.

Police said Ladd realized she intended to get on in the northbound direction and attempted to use the U-turn to turn around.

While moving from the right lane into the left lane, her 2021 Mazda CX-5 struck a 2023 Ford F-150 operated by Justin Reed, 47, of Sheldon.

Reed had previously moved into the passing lane to allow merging traffic to get onto the interstate.

Both vehicles sustained damage and airbag deployment.

No injuries were reported.

Both vehicles were towed from the scene.

Ladd was issued a Vermont Civil Violation Complaint for driving on roadways laned for traffic, carrying 2 points and a $220 penalty.

Vermont State Police reminded all drivers that U-turn access is for emergency and authorized vehicles only.
