Man arrested on DWI, assault charges in Fleming

FLEMING, NY — A Weedsport man was arrested on felony DWI and other charges after allegedly striking a deputy during a traffic stop.

Hector F. Ramos-Castillo, 21, of Weedsport, was arrested Nov. 15 and charged with DWI-prior conviction, aggravated unlicensed operation first degree-alcohol, use of other vehicle without interlock device, resisting arrest, obstruction of governmental administration, harassment second degree and numerous vehicle and traffic infractions.

A Cayuga County Sheriff’s Office deputy located a vehicle on Route 34 at approximately 11:35 p.m. after receiving a traffic complaint regarding its operation.

The deputy observed the vehicle failed to use its turn signal and failed to maintain its lane of travel, according to Sheriff Brian Schenck.

The deputy conducted a traffic stop, where Ramos-Castillo, the operator and sole occupant of the vehicle, showed signs of intoxication.

The deputy ordered Ramos-Castillo to exit the vehicle, and he refused to comply.

The deputy then removed Ramos-Castillo from the vehicle, and while doing so, Ramos-Castillo struck the deputy in the head with his fist.

The deputy placed Ramos-Castillo in custody with the assistance of two state troopers.

Ramos-Castillo and the deputy were evaluated by medical personnel, which resulted in no further medical attention.

Ramos-Castillo was taken to centralized arraignment, where he was released with a future court date of Nov. 25 at 5 p.m. in Fleming Town Court.
