Man arrested on domestic violence charges in Tolland

TOLLAND, CT — South Windsor police arrested a 65-year-old man Sunday following a domestic violence incident in which he allegedly refused to let a victim exit his vehicle.

Joe C. Willis, of Tolland, was taken into custody at 1:14 p.m. Nov. 16 after police determined he would not allow the victim to leave his vehicle and would speed up when she attempted to exit.

Willis eventually released the woman in Manchester before police located him in Tolland, where he was arrested.

He was charged with disorderly conduct and unlawful restraint.

Willis was processed and released on a $5,000 non-surety bond.

He is scheduled to appear in Manchester Superior Court this morning at 9 a.m.
