Woman charged with vehicular assault in Chenango

CHENANGO, NY — A Binghamton woman is facing multiple felony charges after allegedly striking several trick-or-treaters with her vehicle on Halloween.

Deputies from the Broome County Sheriff’s Office and other emergency personnel responded to a motor vehicle accident on S. Morningside Drive at approximately 7:48 p.m. on Friday, Oct. 31.

First responders arrived within minutes of a 911 call and found an adult male trapped underneath a vehicle.

Using car jacks, first responders extricated the victim from beneath the car.

Four victims were injured, and three required emergency transport to the hospital.

The driver remained at the scene and was detained by deputies.

Victims transported to Wilson Hospital included the adult male who was trapped beneath the vehicle and sustained serious injuries to his torso and legs, an adult female who sustained injuries to her foot, and a 14-year-old male who sustained serious injuries to his hip area.

Another male was struck by the vehicle but did not require medical treatment.

The investigation revealed that a 2025 Ford SUV operated by Ann B. Affolder, 60, of Binghamton, was backing out of a driveway when the vehicle accelerated onto the street and struck the trick-or-treaters.

Affolder was transported to the Broome County Sheriff’s Office, where standardized field sobriety testing was conducted.

A sheriff’s office Drug Recognition Expert responded to assess Affolder, who was determined to be impaired.

A small amount of methamphetamine was found in her possession.

Affolder was charged with vehicular assault in the first degree, a class D felony; vehicular assault in the second degree, a class E felony; driving while ability impaired by drugs, a misdemeanor; and criminal possession of a controlled substance in the seventh degree, a class A misdemeanor.

She was remanded to the Broome County Correctional Facility without bail.
