ELMIRA, NY — Police are seeking the public’s help to identify a person suspected of stealing a bicycle on Oct. 25 in the area of West Second Street.
The Elmira Police Department released video footage of the incident, though officials noted the video quality is limited.
Investigators are asking anyone who may recognize the individual based on their clothing, build or posture to come forward.
