Man indicted on 29 counts in child sex abuse case in Delhi

DELHI, NY — A Delaware County grand jury has returned a 29-count indictment against a Downsville man in connection with child sex abuse allegations spanning multiple years.

Jeffrey Emerich, 38, of Downsville, New York, was indicted on Oct. 16, Delaware County District Attorney Shawn J. Smith announced.

Counts one through 20 allege sexual abuse in the first degree, each a class D felony, alleging Emerich subjected a person to sexual conduct by forcible compulsion repeatedly from summer 2020 through spring 2024.

Count 21 alleges endangering the welfare of a child, a class A misdemeanor, alleging Emerich acted in a manner likely to be injurious to the physical, mental and moral welfare of a child less than 17 years old from summer 2020 to spring 2024.

Counts 22 and 23 allege sexual abuse in the first degree, class D felonies, alleging Emerich subjected another person to sexual conduct when that person was less than 13 years old and he was 21 years old or older in summer 2022 and summer 2023.

Count 24 alleges sexual abuse in the second degree, a class A misdemeanor, alleging Emerich subjected another person to sexual conduct when that person was less than 14 years old in summer 2023.

Count 25 alleges endangering the welfare of a child, a class A misdemeanor, alleging Emerich acted in a manner likely to be injurious to the physical, mental and moral welfare of a child less than 17 years old from summer 2022 to summer 2024.

Counts 26 through 28 allege sexual abuse in the third degree, class B misdemeanors, alleging Emerich subjected another person to sexual contact on three occasions between summer 2024 and summer 2025.
