Two arrested on DWI charges with child passengers over holiday weekend

SLOATSBURG — State Police from the Tarrytown barracks arrested two men on charges of driving while intoxicated with a child passenger in separate incidents over Columbus Day weekend.

Junior Liverpool, 45, of Central Valley, New York, was arrested Oct. 10 following a two-car crash on Interstate 87 northbound in the village of Sloatsburg.

Troopers responded to the crash at approximately 2:21 a.m. after receiving a report of a motor vehicle accident with injuries.

Investigation revealed that Liverpool, driving a 2017 Tesla, struck a 2017 Toyota SUV that had been parked on the right shoulder due to mechanical issues.

Liverpool displayed signs of alcohol impairment and submitted to a standardized field sobriety test and preliminary breath test, both of which returned positive results for alcohol impairment.

Further investigation revealed Liverpool had two children under the age of 16 in the vehicle.

Liverpool was transported to Good Samaritan Hospital with his two children to be further evaluated for injuries and refused to give a blood sample to determine his blood alcohol content.

He was placed under arrest for aggravated driving while intoxicated with a child, also known as Leandra’s Law.

Liverpool was released to a sober third party and is due in Ramapo Town Court on Nov. 5.

The driver of the Toyota that was struck was transported to Westchester Medical Center along with his passengers, who included six children, to be further evaluated for injuries.

Both vehicles were significantly damaged and towed from the scene.

In a separate incident on Oct. 11 at approximately 11:52 p.m., troopers initiated a traffic stop after observing a 2019 Toyota Highlander unsafely changing lanes on Interstate 287 in the city of White Plains.

The driver, Oscar Alegria-Esteban, 47, of Stamford, Connecticut, displayed signs of impairment and submitted to a standardized field sobriety test and preliminary breath test, both of which returned positive results for alcohol impairment.

Open containers of alcohol were located inside the vehicle, along with a child under the age of 16.

Alegria-Esteban was taken into custody and transported to State Police barracks in Tarrytown for processing, where he provided a breath sample that recorded a blood alcohol concentration of 0.12 percent.

Alegria-Esteban was charged with aggravated driving while intoxicated with a child passenger, driving while intoxicated, drinking alcohol or using cannabis in a motor vehicle on highway, and vehicle and traffic law violation.

He was released to a sober third party and is due in White Plains City Court on Oct. 23.
