Port Byron man surrenders in fatal Montezuma hit-and-run

MONTEZUMA — A Port Byron man turned himself in to authorities Sept. 16 in connection with a fatal hit-and-run crash that killed a pedestrian more than four years ago.

Rocco A. Stanley, 41, was arrested at the State Police barracks in Auburn and charged with leaving the scene of a fatal motor vehicle accident, a felony.

Stanley was identified as the driver of a black Dodge Journey SUV that struck and killed Donald Condes of Auburn on Feb. 9, 2021, according to state police.

The crash occurred at approximately 9:45 p.m. on State Route 31 between Mentz Church Road and Old State Route 31 in the town of Montezuma.

Police said Condes appeared to be lying in the westbound lane when he was struck by the westbound vehicle.

Condes was pronounced dead at the scene.

Members of the New York State Police Bureau of Criminal Investigation in Auburn conducted an extensive investigation over several years, pursuing numerous leads and following up on tips received through the New York State Intelligence Center.

Investigators conducted multiple interviews with individuals connected to the suspect during the investigation.

Stanley was processed and transported to the Cayuga County Jail to await centralized arraignment.
