HERKIMER — A 33-year-old Richfield Springs man was arrested Sept. 9 on charges of promoting sexual performances by children following a months-long investigation that began with a cyber tip.
Joseph P. Foder was charged with three counts of promoting a sexual performance by a child, a class D felony.
The investigation began May 7 when members of the New York State Police Computer Crimes Unit and the Bureau of Criminal Investigation at SP Herkimer conducted an operation at a residence on N Prospect Street in Herkimer.
The investigation stemmed from a cyber tip received by the National Center for Missing and Exploited Children.
Police said the investigation found that Foder was in possession of child sexual abuse material and distributing child exploitation material over the internet.
Foder was arraigned in Little Falls City Court and remanded on $15,000 cash bail or $30,000 bond.
