Elmira man arrested on terroristic threat charges during code enforcement action

ELMIRA — Elmira Police Officers responded to a residence on Lyon Street at approximately 11:15 a.m. Sept. 11 to assist Elmira Code Enforcement with a court-ordered abatement.

During the abatement, a male subject approached the property and began making verbal threats toward officers and code enforcement personnel in an attempt to stop the abatement.

The individual was advised of the court order for the abatement and was informed he needed to allow the abatement to continue or face arrest for obstructing governmental administration.

The male refused to comply and retreated toward a garage, where he continued making verbal threats of harm toward officers and code enforcement, including threats involving weapons and explosives.

He was taken into custody moments later.

John R. Sever, 60, of Elmira, was charged with making a terroristic threat, a class D felony, and obstructing governmental administration in the second degree, a class A misdemeanor.

Sever was held for arraignment Sept. 12.

Police said there is no threat to the public.
