Rockland police arrest 2 in drug case during traffic stop

ROCKLAND — Rockland police arrested two people on drug charges during a traffic stop Aug. 2.

Officers conducting proactive traffic enforcement stopped a vehicle for an equipment violation.

During the stop, officers developed probable cause to believe there were drugs in the vehicle and observed the operator attempting to conceal or destroy evidence.

The operator was identified as Lynn Libby, 61, of Rockland.

One passenger, Wanda Chipman, 64, of Rockland, was found to be in possession of approximately 5 grams of cocaine and crack cocaine.

Both subjects were charged with unlawful possession of scheduled drugs.
