SIDNEY — The Sidney Police Department received a fraud complaint involving a large sum of money on July 24.
After an initial investigation it was learned that the complainant was the victim of an elaborate scheme to defraud and had already lost approximately $57,000.
The scammers were able to gain the trust of the victim by posing as a Microsoft computer virus technician and a bank fraud technician.
During the investigation officers learned that the victim was being directed to withdraw another large sum of money by the scammers.
Officers quickly collaborated with the New York State Police BCI unit and set up a sting operation.
During this operation the Sidney Police Department, with the assistance of the New York State Police, were able to take Xueyu Luo, 42, New York, New York into custody.
He was charged with grand larceny in the 3rd degree, a class D felony.
He was also charged with tampering with physical evidence, a class E felony.
Additional charges include scheme to defraud in the 2nd degree, a class A misdemeanor.
He was charged with resisting arrest, a class A misdemeanor.
He was also charged with obstruction of governmental administration in the 2nd degree, a class A misdemeanor.
Luo was processed on the charges and transported to the Delaware County Jail to await arraignment in Delaware County Central Arraignment court.
He was subsequently released on his own recognizance to appear back in court at a later date.
The investigation is ongoing.
