Utica police arrest two on Churchill Ave. after narcotics seize

UTICA — At approximately 11:00 p.m. July 23, Utica Police Department officers assigned to the Crime Prevention Unit conducted a traffic stop on Churchill Ave regarding New York State Vehicle and Traffic Law violations.

Upon approaching the vehicle, officers received identification from both the driver and the passenger.

The officers determined that the driver, Chad Prosser, 48, of Utica, was operating with a suspended driver’s license, and the passenger, Jeffrey Blanchard, 43, of Utica, had an outstanding warrant with the Utica Police Department.

Both individuals were taken into custody.

During a search, officers located a narcotics smoking device on Prosser.

Officers found over 100 grams of methamphetamine on Blanchard during a search.

Both individuals were transported to the Utica Police Department.

A Special Investigations Unit investigator was called to respond due to the narcotics quantity.

At the conclusion of the investigation, Prosser was charged with criminal possession of a weapon in the seventh degree, aggravated unlicensed operation, and NYSV&TL violations.

Blanchard was charged with criminal possession of a controlled substance in the second degree.
