ITHACA — New York State Police arrested two people on drug charges after a traffic stop attempt led to a chase through multiple jurisdictions on June 26.

Members of the New York State Police Troop C Community Stabilization Unit attempted to stop a Honda Pilot for vehicle and traffic violations on East State Street at approximately 6:29 p.m.

The driver failed to comply and continued operating the vehicle in an unsafe manner through multiple jurisdictions in Tompkins County.

Troopers terminated the pursuit due to the operator’s erratic driving behavior and concern for public safety.

The vehicle was later found unoccupied on Haller Boulevard and the suspects were located walking on Hook Place.

Police identified Kimberly Makinster, 38, of Ithaca, as the driver and Bridget E. Kelley, 43, of Berkshire, as the passenger.

Makinster was charged with criminal possession of a controlled substance in the third degree, a class B felony; reckless endangerment in the first degree, a class D felony; and four misdemeanors including reckless driving, criminal possession of a controlled substance in the seventh degree, criminal use of drug paraphernalia and unlawful fleeing a police officer in a motor vehicle.

Kelley was charged with criminal possession of a controlled substance in the third degree, a class B felony, and two misdemeanors: criminal use of drug paraphernalia and criminal possession of a controlled substance in the seventh degree.

Both suspects were processed and transported to the Tompkins County Jail for centralized arraignment.

The New York State Police were assisting the Ithaca Police Department on an initiative called G.I.V.E (Gun Violence Elimination), part of New York State’s plan to reduce shootings and firearm-related crime in communities outside of New York City.
