Woman charged with holding stepson captive for 20 years in Connecticut home

WATERBURY — A 56-year-old woman faces multiple felony charges after allegedly holding her stepson captive for over two decades in what authorities describe as conditions of severe abuse and neglect.

Kimberly Sullivan was arrested on March 12 after an investigation that began when her 32-year-old stepson allegedly set fire to their residence on Blake Street.

The incident occurred on Feb. 17 at approximately 8:42 p.m., when police and fire personnel responded to reports of a fire at the home.

Sullivan evacuated safely, while her stepson remained inside until rescued by firefighters who then transferred him to emergency medical services for treatment of smoke inhalation.

While receiving medical care, the man told first responders he had intentionally set the fire in his upstairs room, stating, “I wanted my freedom.”

He further alleged that Sullivan had held him captive since he was approximately 11 years old.

The Waterbury Police Department Major Crimes Unit, working with the Waterbury State’s Attorney’s Office, launched an investigation that revealed the victim had allegedly been held against his will for more than 20 years.

Detectives determined the man had endured prolonged abuse, starvation, severe neglect, and inhumane treatment, according to police.

Investigators found the victim in a severely emaciated condition, having received minimal food and water and no medical or dental care during his captivity.

An arrest warrant was issued on March 11, and Sullivan was taken into custody the following day.

She faces charges including assault in the first degree, kidnapping in the second degree, unlawful restraint in the first degree, cruelty to persons, and reckless endangerment in the first degree.

Sullivan was arraigned today with bond set at $300,000 and will be placed in the custody of the Connecticut Department of Corrections.
