Man arrested on child exploitation charges in Jay

JAY, NY — A 57-year-old man faces multiple state and federal charges following a child sexual abuse material investigation.

Albert D. Leon, of Jay, was arrested June 23, 2026, after a search warrant operation conducted by the New York State Police Troop B Computer Crime Unit in coordination with the State Police Special Operations Response Team, Homeland Security Investigations – Rouses Point and the United States Customs and Border Protection Air and Marine Branch.

Leon faces charges in three jurisdictions.

In the City of Plattsburgh in Clinton County, he was charged with one count of possessing an obscene performance by a child and one count of possessing a sexual performance by a child.

In the Town of Chesterfield in Essex County, he was charged with two counts of possessing an obscene performance by a child, one count of possessing a sexual performance by a child, two counts of obscenity, two counts of promoting an obscene performance by a child – sexually motivated, and one count of promoting a sexual performance by a child – sexually motivated.

In the Town of Jay in Essex County, he was charged with 12 counts of promoting an obscene performance by a child – sexually motivated, 12 counts of possessing an obscene performance by a child, 11 counts of promoting a sexual performance by a child – sexually motivated, and 11 counts of possessing a sexual performance by a child.

Leon also faces one federal count of transportation of child pornography.

He was arraigned in Elizabethtown Town Court and remanded to the Essex County Jail.

The investigation is being conducted jointly by the New York State Police and Homeland Security Investigations and remains ongoing.
