NORFOLK, NY — Three people were arrested on drug charges May 12, 2026, following a traffic stop in the town of Norfolk.
Mark F. Tiernan, 57, of Clayton, Marlayanna F. Runions, 20, of Massena, and Errol R. Lewis, 33, of New York City, were each charged with one count of Criminal Possession of a Controlled Substance in the 3rd degree, a Class B felony, and Criminal Use of Drug Paraphernalia in the 2nd degree, a Class A misdemeanor.
Members of the New York State Police Troop B-Community Stabilization Unit and Violent Gangs and Narcotics Enforcement Team were patrolling in the town when they initiated a traffic stop on a vehicle for violating a vehicle and traffic law.
During the stop, probable cause was established to prompt a search of the vehicle.
Further investigation revealed that Tiernan, Runions, and Lewis were in possession of crack cocaine with the intent to sell.
They were arrested and transported to the State Police station in Massena for processing.
After being arraigned in the Town of Norfolk Court, Tiernan and Lewis were remanded to the St. Lawrence County Correctional Facility.
Runions was released on her own recognizance.
