Four arrested on drug charges in Waterbury

WATERBURY, CT — Officers from the Waterbury Police Department executed search warrants at three residences and two vehicles on April 7, 2026, resulting in four arrests on drug-related charges.

The Vice and Intelligence Unit, Crime Prevention Unit, and Auto Theft Task Force conducted searches at 86 Knollwood Circle, 154 Northridge Drive, Apartment 2, and 187 Northridge Drive, Apartment 3, as well as a 2004 Toyota Tacoma and a 2013 Acura TL.

Officers seized 300 grams of cocaine, 229 pills of oxycodone and drug paraphernalia during the operation.

Jose Rivera-Mendez, 18, of Waterbury, was charged with possession of narcotics with intent to sell.

A 17-year-old female from Waterbury was also charged with possession of narcotics with intent to sell.

Luis Diaz-Velez, 32, of Waterbury, was charged with operation of a drug factory, pills not in original container, possession of narcotics with intent to sell, and possession of one-half ounce or more of cocaine or cocaine in freebase form.

Dyana Mendez-Garcia, 37, of Waterbury, was charged with operation of a drug factory, pills not in original container, possession of narcotics with intent to sell, and possession of one-half ounce or more of cocaine or cocaine in freebase form.
