CLARKSTOWN, NY — New York State Police arrested two men on multiple felony drug charges following a traffic stop on the New York State Thruway.
Damien J. Devone, 43, of Brooklyn, and Harry N. Olds Jr., 36, of Albany, were taken into custody shortly after 6 p.m. April 8, 2026.
Troopers assigned to SP Tarrytown conducted a traffic stop on a 2025 Chevrolet Malibu traveling northbound on I-87 in Clarkstown for a vehicle and traffic law violation.
Upon interviewing Devone, the driver, and his passenger, Olds Jr., the trooper discovered that Devone’s license had been revoked.
The two subjects were found to be in possession of 71 grams of cocaine and 5.7 grams of heroin.
Both parties denied ownership of the drugs.
Devone was charged with criminal possession of a controlled substance 3rd degree: narcotic drug intent to sell; criminal possession of a controlled substance 3rd degree: narcotic drug intent to sell, prior conviction; criminal possession of a controlled substance/narcotic 3rd degree; and criminal possession of a controlled substance/narcotic 4th degree.
Devone was also charged with vehicle and traffic law violations.
Olds Jr. was charged with two counts of criminal possession of a controlled substance 3rd degree: narcotic drug intent to sell; criminal possession of a controlled substance/narcotic 3rd degree; and criminal possession of a controlled substance/narcotic 4th degree.
Devone and Olds Jr. were arraigned in Clarkstown Town Court on April 9, 2026.
Devone was remanded to Rockland County Jail with a court date of April 13, 2026, at Clarkstown Justice Court.
Olds Jr. was released on his own recognizance with a return court date of May 4, 2026, at Clarkstown Justice Court.
