BOSTON, MA — Officers assigned to the Neighborhood Engagement Safety Team arrested two people on drug charges following a street-level investigation on Albany Street.

Bryan Owens, 41, of Boston, and Jessica Sageir, 35, of Boston, were arrested Wednesday on violation of drug laws.

At about 10:25 a.m., officers were conducting a drug investigation in the area of 774 Albany Street when a sergeant observed a female individual approach a male and hand him a small item, which he placed into his sweatshirt pocket.

The sergeant observed the male hand a second male the small item from his pocket, and the second male handed him an undisclosed amount of U.S. currency.

Both individuals walked away in different directions, and the sergeant believed a street-level drug transaction had occurred.

One of the suspects was stopped by responding officers and advised that he would be summonsed to Boston Municipal Court for possession of class B.

Owens was stopped as he was walking on Albany Street and taken into custody.

As officers were attempting to search Owens, he pulled a plastic bag from his waistband and dropped it into a sewer.

Officers could see drugs inside the bag in plain view, and Boston Water and Sewer were requested and recovered the bag.

Officers determined that the bag contained six individually wrapped plastic bags of crack cocaine, and $326 was also recovered from Owens.

Sageir was located across from 774 Albany and placed into handcuffs.

During a search incident to arrest, officers recovered one plastic bag containing sixteen grams of crack cocaine and a second bag which had twenty-six individually wrapped bags of crack cocaine weighing 5 grams, for a total of 21 grams of crack cocaine.

Owens is expected to be arraigned in Boston Municipal Court on charges of distribution of class B, possession with intent to distribute class B, and possession of class B.

Sageir is expected to be arraigned on charges of trafficking of cocaine and conspiracy to violate drug law.

Sageir had four active warrants for her arrest for suspended license, fugitive from justice, refuse to identify self, and receiving stolen property under $1,200.
