Man charged with murder in Rouses Point

ROUSES POINT, NY — State police have charged a man with murder following a fatal stabbing at a village motel last week.

Austin Lapier, 31, of Rouses Point, was arrested and charged with second-degree murder and third-degree criminal possession of a weapon in connection with the death of Tyrone Biggs, 57, of Rouses Point.

State police responded to the Anchorage Motel at 164 Lake Street at approximately 1:54 a.m. on March 28 for a report of an unresponsive male.

Biggs was found dead in his apartment at the motel.

The Clinton County Coroner responded to the scene, pronounced Biggs deceased, and authorized the removal of the body to Glens Falls Hospital.

An autopsy was performed at approximately 9 a.m. on March 29 by Forensic Pathologist Dr. Michael Sikirica.

The autopsy determined the cause of death to be severe hemorrhage resulting from a stab wound to the neck.

Dr. Sikirica ruled the manner of death as a homicide.

An investigation determined that Lapier killed the victim during the evening hours of March 27.

Lapier was located and taken into custody with assistance from the Northern Regional Special Response Team.

He was transported to State Police Champlain for questioning.

Lapier was arraigned in the Town of Mooers and remanded to the Clinton County Jail without bail.

State police are seeking the public’s assistance in connection with the homicide.

Residents and businesses in the area are asked to review any available security camera footage between the hours of 8 p.m. and 11 p.m. on March 27.

Anyone who observes suspicious or relevant activity, including an individual walking in the area during that time frame, is urged to contact state police.

Residents are also asked to check their properties, including yards, trash receptacles, and any outbuildings, for any discarded items such as clothing or footwear that may be of investigative value.
