Man arrested on shoplifting charge in South Windsor

SOUTH WINDSOR, CT — Police arrested a man accused of stealing merchandise from a Target store.

Anthony J. Outlaw, 45, of East Hartford, was taken into custody Friday at 2:08 p.m. at the store located at 125 Buckland Hills Drive.

Officers responded to reports of a shoplifter in custody at the location.

Police determined Outlaw stole $167.99 in merchandise.

He was issued a misdemeanor summons for larceny in the sixth degree and released from the scene.

Outlaw is scheduled to appear in Manchester Superior Court on April 15 at 9 a.m.

In a separate incident, police arrested Iqra U. Gul, 34, of Rocky Hill, on Saturday at 1:50 p.m. on an active arrest warrant.

Gul’s charge stems from a theft in November 2025 from the same Target store, totaling $95.

Gul turned herself in at police headquarters and was processed and released on a $500 non-surety bond.

She is also scheduled to appear in Manchester Superior Court on April 15 at 9 a.m.
