CICERO, NY — A commercial truck was stopped July 8 on Interstate 81 in the town of Cicero after troopers observed it failing to display required U.S. Department of Transportation identification markings.

An investigation determined the operator, Dmitrii Timofeev, 39, of Brooklyn, had recently picked up a vehicle from an auction and was transporting it to a customer in Philadelphia.

Troopers determined the commercial truck was not registered and was not covered by proof of insurance.

The trailer displayed a temporary Ohio registration that expired in 2025.

Troopers also determined Timofeev was operating the vehicle in violation of the restrictions on his New York driver’s license.

A Level II Commercial Motor Vehicle Inspection conducted by the New York State Police Troop D Commercial Vehicle Enforcement Unit identified 26 violations, including four out-of-service violations.

The violations included defective brakes, false driver’s logs, operating outside the restrictions of the operator’s driver’s license, and other safety-related violations.

Due to the severity of the violations, the commercial vehicle was prohibited from further operation.

Timofeev was issued numerous Uniform Traffic Tickets.

The truck and trailer were placed out of service and impounded.

Troopers also determined Timofeev has an extensive history of commercial motor vehicle out-of-service violations in multiple states.

Additionally, he had non-extraditable warrants from Idaho and Arkansas related to previous commercial motor vehicle violations.
