10 arrested in multi-location drug raids in Ulster County

KINGSTON, NY — Members of the New York State Police executed four court-authorized search warrants at multiple locations throughout Ulster County on June 18, 2026, following several long-term narcotics investigations.

The coordinated operation involved Troop F Violent Gangs and Narcotics Enforcement Team, Troop F Community Stabilization Unit, Troop K VGNET, Zone 3 Uniform Force, and the Town of Ulster Police Department.

The raids resulted in the arrest of 10 individuals and the seizure of approximately 700 grams of illegal narcotics, including cocaine, crack cocaine and fentanyl.

Investigators also recovered a privately manufactured 9mm handgun, a 12-gauge shotgun, more than $3,100 in U.S. currency, and numerous digital scales, packaging materials, and cutting agents consistent with narcotics distribution.

Michael Ector, 44, of Kingston, was charged with criminal sale of a controlled substance in the 3rd degree, a class B felony; criminal using drug paraphernalia in the 2nd degree, a class A misdemeanor; and criminal possession of a controlled substance in the 7th degree, a class A misdemeanor.

Shanell Neal, 32, and James Kalser-Bullock, 21, both of Kingston, were charged with criminal possession of a controlled substance in the 3rd degree, intent to sell, a class B felony; criminal possession of a controlled substance narcotic, a class B felony; criminal possession of a narcotic drug in the 4th degree, a class C felony; criminal possession of a firearm, possess a firearm, a class E felony; and criminal using drug paraphernalia in the 2nd degree, a class A misdemeanor.

Investigators seized crack cocaine, fentanyl, hydrocodone pills, psilocybin, a privately manufactured 9mm handgun, digital scales, packaging materials, and cutting agents from Neal and Kalser-Bullock.

Ector, Neal and Kalser-Bullock were all arraigned at the Ulster County Court central arraignment part and remanded to Ulster County Jail with no bail set.

Matthew Harries, 26, of Kingston, was charged with two counts of criminal using drug paraphernalia in the 2nd degree, a class A misdemeanor; criminal possession of a controlled substance in the 3rd degree, intent to sell, a class B felony; criminal possession of a controlled substance in the 5th degree, cocaine 500 milligrams, a class D felony; and criminal possession of a controlled substance in the 5th degree, narcotics, a class D felony.

Harries was arraigned at the Ulster County Court central arraignment part and released on his own recognizance.

Taevion Rosebery, 27, of Kingston, was charged with criminal possession of a controlled substance in the 3rd degree, intent to sell, a class B felony; criminal possession of a controlled substance in the 3rd degree, narcotic drug, a class B felony; criminal possession of a controlled substance in the 5th degree, cocaine 500 milligrams, a class D felony; and two counts of criminal using drug paraphernalia in the 2nd degree, a class A misdemeanor.

Rosebery was arraigned at the Ulster County Court central arraignment part.

Jahsi Quiles, 24, of Kingston, was arrested following the execution of a search warrant at 219 Tremper Avenue and charged with criminal sale of a controlled substance in the 3rd degree, a class B felony.

Investigators recovered a 12-gauge shotgun and U.S. currency from the residence.

Quiles was arraigned at the Ulster County Court central arraignment part and released on his own recognizance.

Caryn Heil, 40, of Kingston, was arrested following a long-term narcotics sales case and charged with criminal sale of a controlled substance in the 3rd degree, a class B felony; obstructing governmental administration in the 2nd degree, a class A misdemeanor; resisting arrest, class A misdemeanor; tampering with physical evidence, conceal or destroy, a class E felony; and criminal possession of a controlled substance in the 7th degree, a class A misdemeanor.
