Drug trafficking operation dismantled in Altoona

ALTOONA, PA — Officers from the Altoona Police Department narcotics division arrested eight people and seized approximately 810 bags of suspected heroin and fentanyl during a multi-day drug trafficking investigation.

The investigation began on June 3, 2026, when officers conducted a traffic stop on a vehicle operated by Tituscott Potts after observing multiple traffic violations and suspicious activity near 1809 7th Avenue.

Officers observed signs of drug impairment and obtained a positive narcotics alert from K-9 Blue.

A search warrant for the vehicle resulted in the seizure of drug paraphernalia and suspected heroin and fentanyl.

Potts and passengers Linda Cowher, of Altoona, and Tiffani Jenkins were arrested and charged with narcotics-related offenses.

During interviews, Cowher provided information regarding ongoing heroin and fentanyl trafficking at 1809 7th Avenue and reported that Danelle Garland, of Altoona, had been selling narcotics from the residence, including to juveniles.

Officers obtained and executed a search warrant at 1809 7th Avenue.

Prior to execution of the search warrant, officers observed Robert Hecker, of Altoona, leaving the residence and placed him under arrest.

Hecker was found to be in possession of three stamped bags of heroin and fentanyl.

Upon execution of the search warrant, Garland, Brooke McGeary, of Altoona, Jessica Reed, of Altoona, and Travis Lightner, of Altoona, were found and arrested.

Officers seized approximately 60 bags of suspected heroin and fentanyl, 17.5 oxycodone pills and $3,885 in U.S. currency.

Garland admitted to selling fentanyl from the residence and identified a Pittsburgh-based supplier known as “Sicko.”

Through the investigation, officers identified “Sicko” as Anthony Jackson, of Pittsburgh.

Investigators tracked Jackson as he traveled to Altoona to deliver approximately 15 bricks of heroin and fentanyl.

Upon arriving behind 1809 7th Avenue, Jackson refused police commands and fled in his vehicle.

Jackson led officers on a pursuit through Altoona and onto Interstate 99 at high speeds.

The pursuit ended when Jackson’s vehicle became disabled following a collision involving a police cruiser.

No one was injured in the crash.

During Jackson’s arrest, officers recovered a sleeve of suspected heroin and fentanyl from his person.

A search warrant executed on the vehicle resulted in the seizure of three sleeves of suspected heroin and fentanyl, equivalent to 15 bricks or 750 stamp bags, $728 in U.S. currency and a cellular phone.

The overall street value of the heroin and fentanyl seized throughout the investigation is approximately $16,200.

Garland and Jackson were charged with possession with intent to deliver and conspiracy.

Jackson was also charged with fleeing and eluding along with other offenses.

Both were transported to the Blair County Prison for arraignment.

Garland’s bail was set at $1 million cash and Jackson’s was set at $2 million cash.

Neither Garland nor Jackson posted bail and were committed to the Blair County Prison.

Potts, Jenkins, McGeary, Reed, Lightner and Hecker were all charged with narcotics-related offenses and later released from custody.

Cowher was transported to the Blair County Prison on an outstanding warrant.

The operation was conducted with assistance from the Pennsylvania State Police, the Tyrone Police Department, Logan Township Police Department, Blair County Sheriff’s Department and agents from the Pennsylvania Office of Attorney General.
