Man arrested in domestic menacing incident in Albany

ALBANY, NY — A 47-year-old man has been charged in connection with a domestic menacing incident that occurred on Second Street.

On Tuesday around 10:20 p.m., officers responded to a residence on the 600 block of Second Street for reports of a person with a weapon.

Upon arrival, officers learned that James Talley, 47, of Albany, had been involved in an altercation with a female victim, during which he threatened her with a handgun.

Talley fled the scene but returned a short time later while officers were still on scene and was taken into custody.

A loaded 9mm handgun was recovered in the path of flight that Talley had taken.

Talley has been charged with one count of Criminal Possession of a Weapon 2nd, one count of Criminal Possession of a Weapon 3rd, and one count of Menacing 2nd.

He was arraigned Wednesday morning in Albany City Criminal Court and remanded to the Albany County Jail with bail set at $10,000.

Additionally, a 48-year-old man was arrested for interfering with officers as they investigated the menacing incident.

During the investigation, Justin Halpin, 48, of Albany, disobeyed multiple lawful commands given by officers, became combative, and punched two officers in the face, causing injury.

Halpin has been charged with two counts of Assault 2nd and one count of Resisting Arrest.

He was arraigned in Albany City Criminal Court and remanded to the Albany County Jail.
