Man arrested on animal cruelty charge in North Tonawanda

NORTH TONAWANDA, NY — A 24-year-old man was arrested on a felony animal cruelty charge after police discovered two severely emaciated dogs at his residence.

North Tonawanda Police responded to the 1000 block of Oliver Street at 11:49 a.m. on May 5, 2026, for a call for service.

Officers observed a foul odor coming from the residence while on scene.

Police identified the resident as Leo Mayes III, 24, of North Tonawanda, who owned two dogs.

North Tonawanda Dog Control Officer Salisbury arrived to assist and conducted a welfare check of the animals.

DCO Salisbury confirmed both dogs had been deprived of food for some time and required veterinary care.

Mayes was arrested and transported to the North Tonawanda Police Department for processing.

He was charged with aggravated cruelty to animals, a class E felony.

Mayes was released on an appearance ticket in accordance with New York State bail reform laws.

He is scheduled to appear in North Tonawanda City Court at a future date.

Both dogs were seized and turned over to the Niagara SPCA.
