BROWNINGTON, VT — Vermont State Police arrested a man on a drug impairment charge following a single-vehicle crash on April 13, 2026.
Troopers responded to Willoughby Lake Road at 7:09 p.m. for a report of a crash.
Police found a vehicle that had struck a utility pole.
The operator was identified as Jacob Phelps, 23, of Craftsbury.
Troopers observed signs of impairment during their investigation.
Phelps was arrested and transported to the Derby Barracks for processing.
He was released on a citation to appear in court on a charge of driving under the influence of drugs.
