Man arrested on fraud charges in Saratoga County

SARATOGA COUNTY, NY — A Hadley man faces multiple felony charges after allegedly submitting forged documents to county social services.

Oscar A. Bogran, 46, of Hadley, was arrested Thursday and charged with two counts of criminal possession of a forged instrument in the 2nd degree, offering a false instrument for filing in the 1st degree and welfare fraud in the 4th degree.

Authorities say Bogran knowingly submitted two forged childcare statements to the Saratoga County Department of Social Services on July 9 and Oct. 27.

He is also accused of filing an online Supplemental Nutrition Assistance Program recertification on Oct. 12 that concealed his true household composition.

The alleged fraud resulted in Bogran obtaining public assistance benefits he was not entitled to in an amount exceeding $1,000, according to the Sheriff’s Office.

Bogran was arraigned before the Honorable Julie A. Gazetos in the Ballston Spa Village Court and released on his own recognizance pending further proceedings.

The charges are not considered qualifying offenses for the purpose of setting bail under New York state law.

The investigation was conducted jointly by the Sheriff’s Office and the Special Investigations Unit of the Saratoga County Department of Social Services.
