Man arrested on sex offense charges in Ripley

RIPLEY, NY — A 45-year-old man faces felony charges after an alleged sex offense involving a child under 13 years old.

The Chautauqua County Sheriff’s Office was notified of the alleged incident around 1 p.m. on Feb. 12.

Sheriff’s Office Road Patrol and Criminal Investigators conducted a preliminary investigation that led to the identification of William E. Carter, 45, of Ripley, as a suspect.

Authorities allege that Carter, being 21 years or older, subjected a person less than 13 years of age to sexual contact.

Investigators located Carter at a residence in Mayville, where he was taken into custody without incident.

Carter was transported to the Sheriff’s Office for processing and later booked into the Chautauqua County Jail pending CAP arraignment.

Carter was charged with sexual abuse in the first degree and forcible touching.

He was held on $50,000/$100,000 bail and will answer for his charges in Chautauqua County Supreme Court.
