EAST STROUDSBURG, PA — A man accused of stealing merchandise from a discount store and threatening employees was arrested Thursday following a months-long investigation.
David Jacell Rosario was taken into custody by Pennsylvania State Police Stroudsburg at 10 a.m. Thursday and transported to the Monroe County Correctional Facility awaiting arraignment.
The charges stem from an incident on Aug. 8, 2025, when Stroud Area Regional Police were dispatched to a disturbance at the Dollar Tree on Lincoln Avenue at 5:15 p.m.
Police said a man had threatened employees at the store.
The assistant store manager told officers the man had been creating problems recently and had been stealing by placing items in his pockets, then paying for one or two items before leaving.
The assistant manager confronted the man, leading to an argument during which the man made threatening comments, according to police.
The assistant manager requested the man be trespassed from the store.
An officer recognized the man from a photograph as Rosario based on previous interactions.
Police located Rosario sitting on a bench outside the Giant store and issued him a notice of trespass from the Dollar Tree.
A records check revealed Rosario had previously been trespassed from the Giant store.
Rosario was taken into custody and transported to the Monroe County Correctional Facility for processing.
